Pittsburgh Woman Pays Contractor $8,700; Work Still Not Finished

PITTSBURGH -- When a storm came through Pittsburgh last August, Terry Stephens called her insurance company to take pictures of the damage to her house.The porch had collapsed and her brick and tile roof was damaged.She said she called Home Depot to get a quote to fix the damage.Stephens says a salesperson told her the work was contracted out and a private contractor would be calling her.A few days later she got a phone call.Stephens said, "He said I'm from Home Depot . I want to give you an estimate on your roof. He said to do the whole roof, the whole porch, the back of porch; the chimney would be $8,700. "After paying him the whole amount up front, the porch is still not finished.The shingles were replaced, but that's about it.Stephens said, "I'm very upset because it's very dangerous. I can't have grandkids stay. I don't know when I'm going to come out and it's going to collapse."The contractor told her he needed more money to fix the porch, claiming the additional problems weren't part of the original contract.Then Stephens got an even bigger blow when she called Home Depot.They told her the contractor was not a Home Depot contractor.According to Stephens,"Somebody gave him my information and he called me and told me he was from Home Depot ."Channel 11 called the contractor, who claims he never said he was from Home Depot.He said Stephens was the one trying to take advantage of him.Channel 11 checked and found out the contractor didn't have the required insurance to do roofing and the building inspector said a building permit was never obtained.Neil Wheeler is from the Pittsburgh Building Inspection department.He said people should check with the department to make sure a contractor's permit has been secured.Home Depot told Channel 11 that the contractor never was a contractor for Home Depot and the salesperson who took Stephen's information no longer works there. They wouldn't say why the person is no longer employed.They said consumers should make sure an authorized Home Depot contractor is doing the work.That means making sure the contractor has a Home Depot badge and making sure the written estimate is on a Home Depot contract.Stephen's contract was not a Home Depot contract.And any payments should be made out to Home Depot directly, not the contractor.And contact Home Depot if you have any questions.Stephens has filed a complaint with the attorney general's office and is now considering her legal options.
