The Pennsylvania House of Representatives overnight approved a proposal to raise the state income tax.

Now, the proposal moves on to the Senate where it will face stiff opposition.

If approved, the plan would raise the income tax from 2.8 percent to 3.25 percent on Jan. 1.

It would then drop to 3.1 percent on July 1.

The plan would fund a part of Gov. Ed Rendell's education initiatives.
