What Is Act 47?

Act 47 is a program to provide financial management oversight to help communities that are financially distressed.

Act 47 of 1987 was enacted to provide a broad-based program of fiscal management oversight, technical assistance, planning and financial aid to municipalities experiencing severe fiscal distress.

Emphasis is placed on long-term solutions that focus on fiscal management improvements, intergovernmental cooperation, economic/community development activities and the early identification of municipalities with tendencies toward financial distress.

Act 47 is not a state takeover.

The state's role is to provide strong oversight and develop a partnership with the City in order to ensure that residents receive vital services.
