Pittsburgh's budget battle means the end of the road for its traffic engineer.

When the city laid off workers last year during the budget crisis, it did so on seniority.

Darryl Phillips had been with the city for 10 years, but there were eight people with more seniority than him.

Right now, the city has no one qualified to do his job.

They may have to hire a consultant, which could end up costing more money.
