Committee Formed To Investigate Physical Effects Of Tasers

Districk Attorney Zappala, County Sheriff Smith, Justice Cappy On Taser Committee

Allegheny County has formed a committee to investigate the physical effects of being stunned by a Taser.

District Attorney Stephen Zappala created the group after two recent police Taser incidents in the Pittsburgh area.

Last month, Jason Schmidt, 29, was hospitalized after police used a Taser on him.

Officials were called to a house on Observatory Hill, where they said Schmidt was acting erratically and was having convulsions.

It took four stuns by two officers to subdue him, police said.

And in August, 37 year-old Andre Thomas died after Swissvale police used Tasers on him.

Thomas' family said they believe police used excessive force.

The Taser working group will research its effect on high risk people.

Former State Supreme Court Justice Ralph Cappy will head the group studying the technology of a Taser and its effectiveness.

Zappala said the group will include medical professionals and law enforcement personnel.

At a press conference wednesday, Zappala said, “Like every citizen in Allegheny County and across the state feel certain uneasiness about a technology of which we are not completely familiar."

The Taser work group will also research training and the proper use of a Taser.

Allegheny County Sheriff's Deputy Dan Smith, who trains officers on the use of Tasers, says every scenario is different and it comes down to one thing when it's time to use one.

"It has everything to do with judgment. If they're used properly the way you're trained to use them. There's really no abuse involved with them. It's a matter of receiving the proper training and utilizing them the way they're trained to be used."

But, Zappala said, if the Taser is not used properly that's a different story and he said he'll hold those accountable who misuse the weapon.

The Taser Working Group will file a report with recommendations and Zappala said he will work with the chiefs of police associations to implement them.
