Pittsburgh Council OKs Lost-Or-Stolen Gun Bill

Pittsburgh City Council members have approved a bill that would fine or jail gun owners who don't report their gun stolen or missing within 24 hours after they discover it.

The bill now goes to Mayor Luke Ravenstahl. He has 10 days from Tuesday to sign the bill, veto it or allow it to pass into law without his signature.

The bill passed on a 6-1 vote. The lone no vote came from Councilman Ricky Burgess, who said state law mandates that only the state can regulate firearms.

Some council members said they realize the measure may be illegal, but they feel they must do something to address a rash of recent gun violence in the city.

"We should employ every measure possible to save lives and that's exactly what this bill does," said councilwoman Tonya Payne.

Council president Doug Shields said he feels it's an opportune time to take on the NRA, just as the city did in the early nineties, over the issue of automatic weapons.

"They get into our pockets. They kill our kids. They get into our legislature. They get into our congress," Shields said.

Under the bill, if a stolen gun isn't reported within 24 hours of the owner noticing it missing, and the gun is used in a crime, the gun owner could be fined $500.

If you fail to report a second handgun missing the fine would double.
