Speed Buster Targets Penn Hills Road

Posted: 4:44 p.m. EDT September 23, 2003Updated: 5:07 p.m. EDT September 23, 2003

Universal Road in Penn Hills is winding, hilly and runs for miles. It's lined by homes and busy with traffic. The complaint from residents is that traffic goes too fast.

The Target 11 unofficial speed gun showed 52 mph, more than double the 25-mph speed limit, on a section of Universal Road.

The culprit was a flat-bed truck.

Target 11's Karen Welles: "Did you know you were going that fast?"
Driver: "No, I really didn't. I'm with AAA, and I was trying to read the screen at the same time. I really didn't."

Another truck that tows disabled vehicles was clocked at 44 mph.

Welles: "We're clocking speeders. You're one of them. Do you know how fast you were going?"
Male driver: "No."
Welles: "44 in a 25-mph zone."
Driver: "Not good."

Even though this is a residential area, Target 11 found it is difficult to keep it at 25. So they gave drivers a cushion and only questioned those going 40 mph or more. Welles said it was like shooting fish in a barrel.

Welles: "You're going more than twice the speed limit."
Male driver: "I wasn't really paying attention."
Welles: "Are you going to pay attention now?"
Driver: "Yeah."

Welles: "We had complaints about people speeding here. That's pretty fast."
Male driver: "Alright, it won't happen again. I'm sorry."

Welles: "47 mph in a 25-mph (zone)?"
Female driver: "Oh, I guess I'll have to pay more attention."

Female passenger: "I felt he was going too fast."
Welles: "He was going 41 (mph) in a 25-mph zone."
Male driver: "That's because I was going downhill."
Passenger: "I had a feeling he was. I was going to say something, but he usually gets mad."

The Penn Hills police chief said that after a deadly accident along the road some years back, they reduced the speed limit from 35 mph to the current 25 mph.

They run speed checks using vascar and stop watches, but that takes manpower, and right now, the department is shorthanded.
