‘Armed and dangerous' shooting victim turns himself in to police

PITTSBURGH — A man who police considered “armed and dangerous” turned himself in to authorities Wednesday afternoon.

Elliott Blackwell, 25, of the Hill District, was the victim of a shooting in Arlington Heights on Oct. 18.

Police said he was shot several times during a shootout between two groups of people that was captured on surveillance video near the intersection of Cordell Place and Arlington Avenue.

According to police, Blackwell is seen on the video returning fire. He is facing charges of carrying a firearm without a license and discharging a firearm within city limits.

Shortly after the shooting, Blackwell was a passenger in a vehicle whose driver stopped to ask for help at a church on the South Side.

Blackwell’s attorney, Phil DiLucente, told Channel 11 News that his client was supposed to go on trial earlier that day on attempted homicide charges from an incident in February.

DiLucente said his client has been shot at several times. He believes he's the victim and doesn't understand why he is being targeted.

"That's just it, he does not know," DiLucente said. "He had explained to me, which I did not know this. He said, 'Phil, there's two Americas right now, and even if you do well, in certain communities the jealousy that might rage or the issues that are out there.' But, he said he does not know."
