Judge: Mother of missing twins cannot have contact with her other minor children

PITTSBURGH — A Penn Hills woman charged with concealing the whereabouts of her twins has been ordered by a judge to have no contact with her other minor children.

Authorities have been unable to determine where the twins of 47-year-old Patricia Fowler, who has several other children, have been over the course of the last decade.

Last month, Allegheny County Children, Youth and Families Services employees contacted police after they removed four of Fowler’s minor children from her home in Penn Hills, but could not find the twins. When questioned by investigators, Fowler said she sold them, then she retracted that story.

The missing twins, Ivon and Inisha Fowler, would be 17 years old today.

Despite the postponement of a preliminary hearing scheduled for Monday, a judge said Fowler cannot have contact with her other minor children and must undergo a mental health evaluation.

In addition to concealment of the whereabouts of a child, Fowler is charged with obstruction, endangering the welfare of children and unsworn falsification to authorities.

Robert Lowery, the vice president for the National Center for Missing and Exploited Children, said age progression technology will be used on a photo of the twins as babies to see how they might look now.

“We're looking for some photos of the mom and the siblings for when they were about 17 that we can use as reference photos while our artist conducts what we call an age progression,” he said.

Once the center obtains the family photos, it will take about three to five days to make a composite sketch. Police said no one has seen the children in ten years, but Lowery remains hopeful.

“We believe if these children are out there, we’ll find them,” he said.
