ELIZABETH, Pa. - One of Allegheny County's most wanted fugitives was arrested in Elizabeth Borough Wednesday night.
Officials said Larry Carper was taken into custody by Pennsylvania state constables around 6 p.m.
Carper faces charges of aggravated assault, simple assault, resisting arrest and harassment.
