The council voted Thursday to delay plans to charge for on-street parking in the evening.
The vote comes as town officials debate the need for parking revenue versus their desire to attract shoppers and diners at night.
The city had planned to extend meter parking hours from 6 p.m. until 10 p.m. in seven neighborhoods starting next week.
Councilman Ricky Burgess believes the added enforcement would generate $200,000 in meter revenue and $1 million in fines each year.
The council vote delays the plan until July 1, and urges the city parking authority to use that time to revamp its rate structure and boost enforcement.
