Authorities said they responded after getting reports from motorists who saw the girl in the cage. Officers confronted her mother, 29-year-old Abbey Carlson, and stepfather, 30-year-old Thomas Fishinger, when they pulled up to a Millvale home with the pickup truck carrying the girl inside the cage, police said.
According to police, Fishinger said that the girl asked to ride with the dog on their way home from her grandmother’s house in Beaver County.
Carlson and Fishinger were arrested and charged with endangering the welfare of a child.
The girl’s grandmother told Channel 11’s Jennifer Tomazic that her granddaughter was staying with her, too embarrassed to go to school Tuesday.
The grandmother said the incident is a misunderstanding.
