Brian Cahill was hospitalized after the trench collapsed on him at a home along Sagebrush Drive.

Crews said Cahill got stuck inside of the 10-foot hole while he was helping install a french drain at the home.

On Monday, Baldwin Borough inspectors told Channel 11 News the workers didn’t need a permit for the workd that was being done.

"The status is the excavation was done improperly," said building code inspector for Baldwin Borough, Fred Kinder. "It's clay soil and it fell in on them. No permit required. No permit gotten."

Kinder said that despite the work being improperly done, there were no violations committed.

Neighbors said they were relieved to hear that no codes were broken.

"I'm glad that no rules were violated. They were just trying to improve their home and I'm sure if they needed a permit or whatever they would have done it," said Nancy Dyson.

Cahill is currently recovering at UPMC Mercy Hospital, where he is in good condition.

The family that owns the home where the work was being performed told Channel 11 that they are relieved that Cahill is recovering and that he is a close family friend.

Baldwin police and the Occupational Safety and Health Administration are investigating.
