Probation officer accused of soliciting sex, explicit images from parolees

PITTSBURGH — An Allegheny County probation officer is facing charges after three of his female parolees came forward and accused him of forcing them to send him sexual pictures and perform sex acts.

According to the criminal complaint, Jane Doe No. 1 said she met Allegheny County probation officer Matthew Mullen in 2014, and he told her she was beautiful. Doe No. 1 said she got a traffic ticket at one point and Mullen asked for a sexual photo of her in exchange for not sending her back to jail for violating her probation.

The complaint also said Mullen offered to buy Doe No. 1’s Percocet from her. She told investigators she was afraid of Mullen and worried that if she didn't comply, she'd be sent back to jail.%

Jane Doe No. 2 told investigators that within days of meeting Mullen, he asked her to meet him, offered to buy her gifts and exchanged inappropriate text messages with her.

She said Mullen also told her that she could pay him $250 to get out of completing her court-ordered DUI class. Doe No. 2 told investigators that she was afraid she would be sent back to jail if she did to comply with Mullen’s requests.

According to the complaint, Jane Doe. No. 3 said she and Mullen went to Blush nightclub in Pittsburgh one night and also met behind a Wendy’s in Edgewood Borough.

According to the complaint, Doe No. 3 told investigators she and Mullen exchanged sexual text messages and she performed sexual acts on him. Doe No. 3 said Mullen told her that speaking up would get her in trouble.

Doe No. 3 told detectives she was afraid to go to jail and said, ‘I only did it out of fear,’ the complaint said. She also said Mullen told her not to talk to deputies during their investigation into her claims.

No one answered the door of Mullen’s listed residence for comment Thursday night.

Mullen faces several charges, including involuntary sexual intercourse, sexual assault, bribery in official and political matters, intimidation of a witness and harassment.
