The fire was reported about 2 a.m. at the garage along the Parkway West, forcing the closure of the outbound Fort Pitt Tunnel for more than an hour.
PennDOT spokesman Steve Cowan said the fire started in a storage area by a furnace and fire officials determined it was caused by a laptop battery. No equipment was damaged.
One person was taken to a hospital, but it was not a PennDOT worker.
