Man arrested after police standoff in New Castle

Police arrested a man after a SWAT standoff in New Castle on Friday afternoon.

Frederick Lee Bowen was arrested after police said he robbed the Dollar General on Moravia Street. Bowen was armed with a handgun, police said.

Police said they located the vehicle involved in the robbery at a home on Friendship Street. An individual inside then told officers Bowen was also inside and had a weapon.

Officers then attempted to call Bowen to come out on his own, but he did not, according to a news release. Officers fired tear gas into the residence and used a drone to look into the windows for Bowen – both were unsuccessful.

The New Castle Police Special Response Team entered the residence and were unable to locate Bowen inside the residence.

They searched the surrounding vacant residences, and located Bowen fleeing the home on South Mercer Street.

When Bowen attempted to leave through a basement window, police captured him and placed him in custody.

Officers had also recently filed robbery charges against Bowen for an armed robbery at the 7 Eleven station on Highland Avenue on July 13.

Bowen was arraigned and placed into the Lawrence County Jail on the previous armed robbery charge. Police said they will file the new charges Monday.

Bowen does not live at the home where the SWAT situation took place. The homeowner's uncle said his niece let Bowen stay with her and her three children, but now their home is filled with the smell of tear gas and the windows are broken. Because of the damage, the family cannot immediately return home.

It was not clear Friday night if the city will repair the woman's home.
