Ransom was driving recklessly, nearly hitting a pedestrian after jumping a curb on Colewell Street. When officers attempted to pull the vehicle over, Ransom fled on foot into a wooded area, police said.
According to police, Ransom was found on the ground in front of the John Heinz Child Center shortly after leaving the stolen vehicle.
Police found a crack pipe inside Ransom’s pocket, along with two other pipes inside the vehicle. He was arrested and transported to Allegheny County Jail.
The preliminary hearing is scheduled for later this month.
