Officer seen handcuffing Washington Co. jail captain in video resigns

The police officer seen on surveillance video handcuffing a Washington County jail captain has resigned.

The incident from Memorial Day weekend caused concerns among local officials, and a former nurse at the jail told Channel 11 his decision caused the bizarre scene.

“He tendered his resignation and we accepted it last night,” said Washington Mayor Scott Putnam.

Investigators previously told channel 11 the bizarre incident happened over Memorial Day weekend when city Officer Joseph Moore wanted the jail to take in a suspect who needed medical attention.

Both the nurse and jail Capt. Wendy Harris refused to admit the suspect. And when Harris tried to call the warden to resolve the situation, Moore handcuffed her.

“It's on film and we did our internal review and, at the end of the day, Officer Moore decided that the best thing for him is to resign,” Putnam said.

Putnam wouldn't comment on the specifics of the internal review, but said the city is cooperating with other law enforcement agencies.

“We're working with the county. Obviously, we're under a potential lawsuit from Capt. Harris from the jail and we're trying to get in front of this the best we can,” Putnam said.
