HOMESTEAD, Pa. — Allegheny County police have arrested a man in connection with a fatal hit-and-run accident in Homestead.
Investigators said Musya Skotnevskaya, 86, was walking near the intersection of 8th Avenue and McClure Street just before 1 p.m. Tuesday when she was hit by a car.
"It was just devastating to see her laying there," said Beth Milke, who works nearby and witnessed the aftermath of the crash.

Skotnevskaya was taken to the hospital where she later died.

Investigators determined the vehicle involved was a black Jeep Liberty that left the scene after hitting the victim.
A customer of the bank on the corner saw the woman hit and called 911.
According to police, that call enabled them to track down their suspect, Joseph Dwinga, 24, who was arrested in Mount Oliver. Police determined the crash was Dwinga's fault.

He has an extensive arrest record that dates back to 2012 and includes multiple convictions for retail thefts.
He's also previously pleaded guilty to careless driving and running red lights.
Dwinga was taken to the Allegheny County Jail where he’ll be arraigned on charges of homicide by vehicle, involuntary manslaughter and drug violations.
