Tshidi Makhanda said she called the school last year about the incident but never heard back after she was told it would be investigated.

"They have to change and get naked and our schools are not protecting these kids," Makhanda said.

The allegations are identical to what Cory Synan reported last week. She said her daughter, 12, was recorded while she was changing out of her bathing suit on March 20. Police and the school district are investigating.

Pittsburgh Public Schools spokesperson Ebony Pugh said that a new cellphone policy requiring students to turn in their cellphones when they get to school was implemented last year.

The district spokesperson said there are two female gym teachers at the school, but they do not go in the locker rooms when students are changing.

"The girls' locker room should be monitored.  There should be an adult," Makhanda said.

Pittsburgh police are also investigating the most recent incident. The mother filed a report and detectives are looking to press charges.
