Surveillance video appears to show parents assaulting bus monitor in front of kids

NEW CASTLE, Pa. — Two people are charged after police say they charged onto a New Castle bus and threatened a bus monitor, and it was all caught on surveillance video.

Police showed only Channel 11 the video, which shows Angela Fishe boarding the school bus with many small children still on it and to berating the bus monitor.

Police say she was asking to get her daughter off the bus, but per school policy she must show identification.

The monitor asked Fishe, “Do you have a driver’s license with you?”

Police say she didn’t have it and the situation escalated quickly, with Fishe asking for her daughter and the monitor asking Fishe to get off the bus before asking someone to call 911.

“All she had to do is show some ID,” said Lt. Dave Cumo of the New Castle Police. “It did not have to come to this. Her behavior was wrong.”

The video also captures Fishe chest-bumping the monitor. The criminal complaint states Fishe acted “like a complete maniac.”

Minutes later, the girl’s father, Mike Cuffie, gets on the bus, and police say he pushes the monitor to get to his child. Fishe was still on the bus.

Officers say a lot of profanity was used, and Fishe spits on the monitor and leaves. Police say the monitor kept her cool for about six minutes and did not escalate the situation.

“It’s erratic behavior, but we’re proud of the monitor,” Cumo said. “She knew she had to keep the children on her bus safe and she did just that.”

Fishe is charged with assault and terroristic threats, and Cuffie is charged with  disorderly conduct. After checking all IDs, the child was reunited with her parents.
