In a partnership that's a first for Allegheny County, the district attorney's office approved complaints filed by the Pennsylvania Turnpike Commission against two local men who allegedly owe more than $12,000 combined in tolls and fees.
DA spokesman Mike Manko said that while that office will prosecute the cases on behalf of the commission, the complaints themselves are filed by the commission.
Andrew Betts, 26, of New Kensington and Christopher Visco, 42, of Irwin are the targets of the complaints.

The turnpike says Betts owes nearly $6,000 in tolls and fees for 97 trips through the Warrendale exchange over 14 months, and Visco owes nearly $6,500 for 111 trips through the same exchange over a two-month period in 2014.
The turnpike said numerous attempts were made to contact both men.
Based on the allegations, the men could be criminally charged with felony theft of services, according to state law.
