Mexico's lower house is expected to vote later today on an amendment to the constitution.
This is a move that could change the status of Carlos Slim -- who has topped Forbes' billionaires list for the past four years.
That's because the amendment could end Slim's monopoly on Mexico's telephone lines.
His company, America Movil, controls 70 percent of the country's wireless market and 80 percent of landlines.
The new bill could curb market share of any phone or tv provider to less than 50 percent.
