Holtzman calls downtown zoning limiting apartment unit count “anti-the future” in seeking variance to redevelop YWCA building into 24-story residential tower

PITTSBURGH — After building out successful apartment developments in Bloomfield and on the South Side, Jonathan Holtzman is ready to push the zoning limits for a new multifamily tower downtown.

Holtzman, principal of City Club Apartments, and his development team presented their plan to the Zoning Board of Adjustments to redevelop a new 24-story apartment building totaling 300 units out of what is now the underused YWCA building at 305 Wood St.

With the YWCA in support of the plan and the building under contract, City Club seeks a variance to allow 300 apartments on the site for where now 141 are permitted, a standard based on the established zoning requirement limiting the 15,500-square-foot site to one apartment for each 110 square feet of lot area.
