Mom furious daughter, 13, able to get tattoo without consent

LATROBE, Pa. — A Latrobe mother is on a mission after she said someone illegally gave her 13-year-old daughter a tattoo.

Kellie Menzie told Channel 11's Joe Holden that her daughter, Madison Maughan, got a tattoo on her foot three years ago. However, Menzie said she never gave their ex-relative permission to do so.

“I was livid. I was very livid,” Menzie said. “I was disgusted. I ranted, raved and screamed.”

After begging investigators for three years, state police filed charges.

Holden reported a judge has tossed out the case because the statute of limitations has expired.

“I thought it was the most awesome thing in the world having a tattoo. Now, at 16, I’m like, ‘Why would you even get that?’ I was so young,” Maughan said.

Menzie said she’s determined to increase the punishment when minors get a tattoo with parental consent. She said she’s been in contact with lawmakers from across the state to stiffen the penalties.
