Sen. Daylin Leach said Monday at a news conference that he's introducing a bill to do just that.
Leach said state laws have treated pot smokers as criminals for 75 years, even though they harmed no other person or property.
He proposed that pot be sold with liquor and wine at the state stores to people who are at least 21.
Leach said Pennsylvania needlessly spends $350 million a year prosecuting, incarcerating and monitoring marijuana crimes. He claims that taxing legal marijuana and marijuana businesses could generate hundreds of millions of dollars a year.
Gov. Tom Corbett has said he'd veto any legalization bill.
