The Allegheny County Police Department said the shooting occurred just after 5 p.m. in the 400 block of Williams Street in an alley.

"This is getting out of control," said Pastor Timothy L. Caldwell Sr. "There's something that we have to do, something about these teens."

Neighbors that Channel 11 spoke to said they didn't hear any gunshots.

"It's just getting too close to home for me," Paugh said. "I have kids. That makes me scared to even bring my kids here."

It's unclear why the teenager was in the wooded alleyway, but several people told Channel 11 it's a problem location.

"I'm going to see that we put something in place to start shutting down some of these streets," Caldwell said.

Allegheny County homicide detectives are handling the investigation, while neighbors say they feel for the family.

"Deepest sympathy for his family," said Jeannette Curley.
