David John Croyle, 60, was the Kittanning Council vice president when he was arrested.
Both men are accused of having sexual relations with a 14-year-old boy in 2016.
Feeney waived his right to a preliminary hearing and prosecutors agreed to withdraw the two less serious charges.
“We made the determination jointly this would be more appropriately resolved in common pleas court," Marc Daffner, Feeney's attorney, said.
Cryole also waived his right to a hearing.
“He has an impeccable record in the community. He has no violations of the law at all, its very strange and difficult for him to comprehend," Duke George, Coyle's attorney, said.
