PITTSBURGH — The next phase of this major construction project started Monday in the South Side.
PennDOT closed a center lane between First and Third streets and restricted a lane between Third and Ninth streets.
Shortly after the closure, Channel 11 captured traffic backing up along East Carson Street.

The impact is far-reaching and it's being felt by drivers and business owners during the coronavirus outbreak.
This is all part of a $16 million pedestrian safety improvement project. It's one of the highest pedestrian crash locations over the past decade, according to PennDOT.

Crews will resurface the extremely busy stretch of road and install drainage pipes. They’re also adding bump outs so walkers and cyclists have a shorter and safer distance to cross the street.
Traffic lights will be upgraded and replaced. New lighting will be brought in to improve the dark spots.
People told Channel 11 the improvements are challenging but necessary.
Channel 11′s Mike Holden is asking PennDOT about additional safety measures in place and checking to see how this project will keep pedestrians out of harm’s way for Channel 11 News beginning at 5 p.m.
“They have bus stop on the other side there but as you can see there’s no barriers or anything. And especially going home. People in area are kinda moving fast so it can feel a little careless,” said Carrick resident Dana Scipio.
“If it’s to make the streets better or able to get more people to be able to park for our business district, that would be awesome,” said Pete Henderson, owner of Gabriella's.
The work will be around-the-clock through early September.
