Neighbors said garbage and belongings were crammed inside the apartment on Penn Street.

Police were called to the apartment on Aug. 26 after a Children, Youth and Families case worker reported Ecker ran away from her during a welfare check.

Officers went inside the apartment and found the girl in what court documents described as “abhorrent” conditions with an odor, as well as apparent crack pipes and other drug paraphernalia within reach.

The girl was placed in emergency protective custody.
