Illinois woman charged in connection to minor’s intoxication death

DIXON, Ill. — An Illinois woman was charged Wednesday with endangering the life or health of a child, five months after a minor lost consciousness outside her home and later died.

Court documents indicate Kelli M. Riggen, 49, was charged with two counts of endangering the life or health of a child as Class 3 felonies; two counts of endangering the life or health of a child as Class A misdemeanors; reckless conduct as a Class 4 felony; and reckless conduct as a Class A misdemeanor, WIFR reported.

According to authorities, Riggen called 911 in May to report someone outside her home was not breathing.

First responders discovered an unresponsive minor when they arrived, whom they transported to two different hospitals. He later died, WREX reported.

Investigators determined the boy had been left outside, unattended while intoxicated to the point of unconsciousness, the TV station reported.
