Search continues for missing Penn Hills twins, who mother initially said she sold

Authorities are still trying to locate a Penn Hills woman's twins and piece together where the children have been for the last decade.

The twins' mother, 47-year-old Patricia Fowler, is charged with concealment of the whereabouts of a child, as well as obstruction, endangering the welfare of children and unsworn falsification to authorities. Fowler remained in jail as of Tuesday afternoon.

Her children, Ivon and Inisha Fowler, would be 17 years old today.

“We have no reason to believe she did harm them. There's no evidence. There's no bodies. But since we don't know exactly what happened, we can't rule it out,” Penn Hills Police Detective Leo Johe said.

The fraternal twins were born in 1998 when Fowler was a single mother living in Braddock. Police said Allegheny County Children, Youth and Families Services (CYF) took custody of Fowler’s children in 2000 after 2-year-old Ivon was badly burned in a bathtub.

Fowler was never charged, and she got her children back.

Last month, CYF employees contacted police after they removed four of Fowler’s minor children from her current home in Penn Hills, but authorities could not find the twins. When questioned by investigators, Fowler said she sold them, then she retracted that story.

Family members also told police they do not know the whereabouts of the children. As for the twin’s father, Channel 11 News learned that he was incarcerated for the first few years of their lives. He told police that when he was released from jail, Fowler said the children were living with relatives in the South.

Currently, the twins’ photo is being sent to the National Center for Missing and Exploited Children. The center will try to do an age progression and get an idea of what the children might look like now.
