ELLWOOD CITY, Pa. — A man's secretly recorded encounter with Ellwood City police is sparking an investigation.
Perry Malcolm claims he was stunned with a Taser after police told him it was illegal to swear in public.
Malcolm told Channel 11 he went to the Police Department back in March after getting a ticket on his car.

"I wanted to cover myself," Malcolm said of his decision to record the encounter.
It was also captured on the surveillance camera outside the police station.
The conversation quickly escalated with Malcolm using profanity first.
The situation got more hostile and ended with police using a Taser on Malcolm.
Mayor Tony Court sat down with Channel 11 to talk about the recordings.
He's now doing his own investigation and gave Channel 11 a copy of the surveillance video outside the police station.
"They did what they could in the beginning to diffuse this, trying to walk away, which was my thing. Once the ticket was issued, walking away would be the best thing," Court said. "We don't want this to seem like we're the bad guys. We're here to help people and protect people."
