Police arrest pantsless man stumbling around in Walgreens parking lot

Richard Wagner was literally caught with his pants down.

Police were called to a Walgreens in Leechburg for a man in the parking lot stumbling around.

When they got there, police say Wagner had a hard time standing still and he refused to put his hands up when instructed by the officers.

According to the police paperwork, he kept his hands in a jacket pocket.

Inside was a cigarillos packet containing three bundles of suspected heroin with the word 'Lamgborghini' stamped on it, police say.

Police say there were 50 stamp bags in those bundles.

Wagner was taken to jail for public drunkenness, and possession of drugs, police say.
