PENN HILLS, Pa. — An arrest warrant was issued Wednesday for the mother of twins who have been missing for more than a decade, Channel 11 News learned.
Allegheny County police charged Patricia Fowler, 47, of Penn Hills, with fraud for collecting government benefits on her missing twins.

Ivon and Inisha Fowler haven’t been seen in more than 10 years. They would now be 18 years old.
Police said Fowler had not been truthful about where the twins could be, but they said that didn’t stop her from collecting more than $50,000 worth of government benefits in their names.

“During the time period of June 1, 2011, through Aug. 31, 2016, Patricia Fowler received SNAP, TANF and medical benefits, which she was not eligible to receive as the children Inisha and Ivon Fowler did not reside in her household,” the affidavit said.
As of Wednesday night, Fowler was not in custody.
Fowler was charged in August with concealment of the whereabouts of a child, as well as obstruction, endangering the welfare of children and unsworn falsification to authorities.
The investigation of the missing twins began after authorities went to Fowler’s home on June 20 to take her four children into emergency custody. That’s when investigators determined that Fowler had six children, including the twins, whom she could not account for at the time.
Since then, authorities have been trying to find Ivon and Inisha Fowler.
