Former probation officer sued for coercing sex acts from parolee

A former Allegheny County probation officer is facing a civil lawsuit from a woman who says he sexually assaulted her while she was under his supervision.

after three female parolees told police he forced them to send him sexually explicit photos and perform sex acts. Those charges included sexual assault, bribery in official and political matters, official oppression, intimidation of a witness and harassment.

Mullen pleaded guilty in April to the intimidation, harassment and oppression charges, all misdemeanors. His sentencing is scheduled for July 10.

The civil lawsuit was filed by one of those victims. She says Mullen harassed and assaulted her over a period of two years.

“On one occasion, in 2014 or 2015, Mullen compelled the plaintiff to accompany him to a strip club,” according to the lawsuit.

She also said Mullen forced her to perform sex acts, and that if she didn’t, he would report her as violating her probation.
