Pennsylvania State Police announce charges in the fatal ATV accident earlier this week.
State police told Channel 11 News that Stacy Felker, the owner of the quad and mother of the driver, and Bradley Felker, the father of 4-year-old Tailynn, have been charged with endangering the welfare of children.
The coroner has identified a 4-year-old girl who was killed in an all-terrain vehicle accident in southwestern Pennsylvania Monday night.
In addition, state police said a juvenile was also charged. However, that information is not available.
