Contractor facing home improvement fraud charge after failing to paint Westmoreland County home

A Jeannette man faces multiple charges after police say he received money for contracting work, but never did the job.

Online court records state Zachary Murphy, 36, of Keltic Contracting LLC, was hired in May to paint the outside of a multi-unit residence on North Market Street in Ligonier.

The victim was quoted $15,000 for the job. She paid an initial $1,500. She then paid another $3,800 upon Murphy’s request 10 days later.

Court records say the victim showed investigators a series of texts where Murphy gave multiple excuses as to why he hadn’t started the job.

As of June 29, when the criminal complaint was filed, Murphy reportedly had not started painting, nor had he returned any money to the victim.

Murphy now faces charges of home improvement fraud, theft and receiving stolen property.
