DA opens criminal investigation into Munhall's finances

MUNHALL, Pa. — Channel 11's Alan Jennings has uncovered a criminal investigation into Munhall officials and missing payroll records.

Jennings reported Munhall officials turned over a computer to the District Attorney's Office for a forensic audit to determine if tax dollars have been stolen.

Former Munhall Manager Matt Galla abruptly resigned last June, and officials have been unable to reach him.

"He was forced to resign by members of council," Councilman Dan Lloyd said.

According to Lloyd, it appears payroll records, both hard copies and computer for 2011-12, are missing.

"We did get some information retrieved from that computer. It was difficult because the hard drive was kind of shaky – the computer was dropped and it was in pieces," Lloyd said. "I understand somebody knocked it over in the office by accident. It was right next to the water cooler."

During that two-year span, Munhall has struggled to balance a reported nearly $1 million budget shortfall.

Jennings reported Munhall lost more than $300,000 in RAD money for failing to audit itself, and thousands of dollars may be missing from the Public Works pension.

Jennings confirmed that agents from District Attorney Stephen Zappala's office are investigating Munhall's finances.
