Turner’s mother, Kim Horton, told Channel 11 News that police said her son was at the wrong place at the wrong time.
Horton said her first-born son liked to read, write and help run his dad’s business. She said his goal was to start his own clothing line.
Turner was one of two people struck with bullets during the shooting. The other victim remains in a hospital recovering.
Horton said her son was not known to visit the south Oakland neighborhood.
Despite being heartbroken, she said the emotional support from others has been overwhelming.
"We have family, and outside of that, social media. They have been so supportive,” Horton said.
The medical examiner ruled Turner’s death a homicide.
So far, police have not named any suspects.
