Latrobe apartment building cited after tenants complain about bed bugs, deteriorating conditions

LATROBE, Pa. — The apartment building at 333 Main Street was smacked with more than 100 code violations by the city of Latrobe after tenants complained about bed bugs, feces, rats, broken windows, and more.

Residents tell Channel 11 they’re fed up.

“It’s disgusting,” said Vanessa Jordan, who has lived in this apartment for 10 years. “I’m paying rent to live there, I shouldn’t have to live with roaches. I shouldn’t have to.”

That’s just part of the problem.

Evan Jones is a contractor who has been doing work in the building for nearly four years. He’s seen it all.

“The bed bugs, gnats, flees, ants, there’s even lantern flies inside the building,” Jones said. He also said he saw a rat in the basement.

Kara McAdams, another tenant who lives in the building, sent Channel 11 videos from inside her apartment, where you can see bugs crawling on the walls and in boxes.

After finishing our interview outside, Jones let our crew in her apartment to see the conditions.

They didn’t see any roaches, but she said she sees them every day and night.

She also showed us a broken window that hasn’t been repaired and exposed pipes on her ceiling that have been like that since the pipes burst before Christmas last year.

City manager Terry Carcella said the code enforcement office slapped the owner, Jay Pan LLC, with more than 100 violations and two citations after an inspection in September.

“I was a little bit shocked. I didn’t expect to see what I saw,” Carcella said.

Those citations were for the fire suppression system, which he said has since been fixed.

Another inspection is set for Nov. 2. Carcella wants to see progress, and if progress hasn’t been made more citations could arise.

“We’re going to issue more citations if necessary, and we’re going to put a timeline on what needs to be repaired when it needs to be repaired,” Carcella said.
