PITTSBURGH — Pittsburgh Mayor Corey O’Connor submitted his 2027 preliminary budget and five-year plan to City Council on Wednesday.
In announcing the budget, O’Connor warned of the city’s looming financial crisis following “years of mismanagement,” an overreliance on COVID-19 American Rescue Plan funding and federal cuts.
“It’s time to restore truth and responsibility in our budgeting process and focus on the fundamental government services that the hardworking people that built this city deserve,” O’Connor stated.

According to the mayor, his budget increases funding for essential services while avoiding layoffs and tax increases.
It also includes increased funding for:
- Reaching Out on the Streets program through the Office of Community Health and Safety
- Paving
- Fleet Vehicles
- Landslides and Stormwater Mitigation
- Violence Interruption, Youth Violence Outreach Work and Trauma-Informed Care Programs
