Suspect found hiding in attic after standoff in Rochester, police say; Several people charged

Several people are facing charges after a police standoff in Beaver County Tuesday.

Rochester police say they were attempting to locate Vincent Moakley, 40, at a Jefferson Street home in Rochester for a prior incident. Two people inside the home told officers he wasn’t there and allowed them to check the house, according to court documents.

Officers didn’t find Moakley. They received information that he was there and and set up a perimeter, calling out to him through a PA system.

Police said someone exited the home and told officers Moakley was inside. Four other people came out of the house but Moakley did not, according to the complaint.

Flashbangs and tactical gas were used as were a drone and robot. Moakley was eventually found hiding in a crawl space in the attic, according to the complaint.

The people who were inside the home when police arrived were charged with risking catastrophe.

Moakley was charged with strangulation, aggravated assault, simple assault, reckless endangerment and harassment on April 1. He is also now charged with risking catastrophe and resisting arrest.

Moakley was placed in the Beaver County Jail.
