WEST DEER, Pa. — Volunteers at a local dog shelter say they have waited two years for upgrades, but township leaders say the project is moving forward.

Two years ago, a $320,000 grant was awarded to West Deer for upgrades to the community dog shelter.

Leaders said they just received a bid and proposal for the renovations, but volunteers say they have yet to see these plans.

They argue delays have caused the proposal to need changes.

“There are some changes, vital changes, things that are important, that we need to put into this, and of course they come back as ‘Well, you are delaying the project, you can’t make changes. But that’s not true. You can make changes to a proposal,” volunteer Roger Wood said.

Township leaders say they’re making progress, but the process takes time, especially when more changes are being added.
