Westmoreland County Detectives have charged a Crabtree man with offenses related to home improvement fraud.
The Westmoreland County District Attorney’s Office alleges that Larry Wing, 41, the owner of L.W. Contracting, failed to complete any work at two residences.
Wing now faces charges of receiving advance payment for services and failure to perform, and theft by deception.
The charges follow an investigation into remodeling projects near Norvelt. According to investigators, the victim provided Wing with $13,346 to initiate and complete work at two residences, but he failed to return and do any work after receiving the money.
When detectives got in touch with Wing, he said he had started a new project. He claimed that once he received payment from that job, he intended to sell off materials to pay the victims back.
Authorities advised Wing to establish a payment plan through the magistrate’s office to reimburse the homeowners after civil litigation was filed. However, detectives said that he never set up the payment plan and, to this date, he has failed to pay any money back to the victims.
Online court records show charges were filed against Wing on Thursday. He has not yet been taken into custody.
