ARNOLD, Pa. — A councilman in Westmoreland County is facing charges for threatening his town’s mayor.
Bill Charlton is charged with making terroristic threats, harassment and disorderly conduct.
According to a criminal complaint, the incident happened last month at Arnold’s City Hall, but charged were just filed this week.
Mayor Karen Peconi-Biricocci said something offensive to Charlton and he yelled at her, the complaint said.

She told police that Charlton said, “I was trained to kill people with my bare hands and I could snap your neck like a twig,” the complaint said.
Peconi-Biricocchi responded by saying, “I told him to try it.”
Channel 11 asked both Charlton and Peconi-Biricocchi for comments. The mayor declined to comment. We have not heard back from Charlton.
