RUFFS DALE, Pa. — Police arrested a Westmoreland County teenager accused of throwing a dog out of a pickup truck.
Devin Rugg, 18, of Scottdale, then backed over the dog before driving off, according to police.

A woman heard yelling outside her home, saw the dog being thrown out of the truck and called 911, police said.
He’s facing several animal cruelty charges and a terroristic threat charge. Rugg has a preliminary hearing scheduled for June 30.
