PITTSBURGH — Two men have been charged in connection with separate homicides on Route 28 and Parkway East last year.
According to our partners at TribLIVE.com, Howard Milligan, 26, shot and killed a man on Route 28 near Sharpsburg and a woman on Parkway East a few hours later.
Milligan faces 17 charges in connection with the May 22 killings.
Another man, Leroy Irvin Jr., 35, faces the same charges.

Investigators said the pair shot and killed Shane Edwards first as he was driving on Route 28. A witness told police he was with Edwards at Zone 28 in Harmar prior to the shooting. When they left, a white Kia pulled out behind them. Several miles away, the witness said they heard a popping noise and realized Edwards was shot. He pulled the car over, and Edwards collapsed and was pronounced dead a short time later.
Irvin said Milligan told him he shot at the car because “they killed my sister,” according to court documents.
Jasmine Guest was shot several hours later near the Squirrel Hill Tunnel at around 4 a.m. A witness who was driving with Guest in the passenger seat said they had met up to get some food at a restaurant on East Carson Street and left. A white Kia followed them and once on the Parkway, it pulled up next to them and the driver started shooting.
In an interview with police, Irvin said Milligan was “crazy” and “nuts.”
Milligan has been in jail on unrelated charges since June. Police are searching for Irvin.
“It opens up that wound all over again.”
Barbie Sampson said she couldn’t sleep after hearing that the two men were charged in her daughter’s death. Sampson is Guest’s mother.
“Now I have to fight for her all over again to seek the justice that she deserves,” Sampson said.
She said Guest was the oldest of five siblings, was a single mother and was going to school to make a better life for her own family.
“I want to know why. Why did you have to do this? What cost? Did you have to do this? You took her away from us for what reason? You took her away from her daughter, her family and I want to know what was the cost of it? For what reason,” Sampson said.
