PITTSBURGH — 12 of 18 city pools remain closed due to a shortage of lifeguards.

Two city council members are sponsoring a resolution in an effort to address the shortage.

The proposal calls for transferring $380,000 from the public works operating budget to the parks and recreation department.

Council plans to vote on the resolution next week.

That would enable the city to increase the hourly wage for lifeguards to $15.
