The northbound lanes of Route 19/51 should open by 3 p.m., officials said. The southbound lanes have been open since last summer.
Construction crews have been cutting a "hole in the wall" under the Norfolk Southern Railroad overpass, so drivers can connect from the bypass straight through to the West End Bridge.
The work is part of the $52.6 million West End Improvement Project, which will be completed this summer.
